2- 黄金バット Ōgon Batto (jpn) Fantasmagorico (span) Golden Bat (Eng) 1967-1968

"Fantasmagorico" He was also known as Phantoma or Fantaman, Golden Bat in other languages. Series originally came out late 60's  But  I  watched around 1981-1982 when it aired on local tv stations.

He was a spooky Ghost Super Hero from Atlantis. Also had an "evil laughter"  to intimidate and scare enemies and announce entrance.  It would make you think he was the villain. He also carried a magic scepter.Character was originally made in 1930 and was Japan's first flying caped superhero.
There was also a live action movie back in the 60's, which I have yet to see.
